The permit saving is real but incomplete
The regular published difference is USD 700 per person, calculated from USD 1,500 minus USD 800. Two such permits produce a USD 1,400 difference before any other costs. In eligible UWA low-season months, the comparison changes, but the offer’s restrictions must be included in the decision.
Do not convert that difference into a promise that every Uganda holiday is cheaper. Road transfers, domestic flights, number of nights and room category can absorb or exceed it. Put both complete itineraries on the same basis before choosing.

Access and the number of travel days
Uganda requires a choice of park and, at Bwindi, sector. Entebbe-based road routes can be long, while domestic flights still need ground transfers and an arrival buffer. A cheaper permit is less useful if the itinerary gives you too little time to reach it comfortably.
For Rwanda, obtain the actual Kigali-to-accommodation and accommodation-to-briefing transfers rather than relying on a generic claim of easy access. If using Kigali as a gateway to Uganda, include the legal border crossing, entry eligibility and any vehicle change.

The encounter is not a luxury ranking
Both countries regulate gorilla tracking and publish a minimum age of fifteen. A more expensive permit does not buy the right to approach closer, touch animals or demand a better photograph. Follow the ranger’s health and distance instructions.
Trek difficulty varies with terrain, the allocated group and where the gorillas move. Neither country should be sold as a guaranteed easy walk. Explain fitness or mobility concerns before booking and ask what support is actually available for the chosen product.

Booking terms and the rest of the trip
UWA’s published rules require foreign nonresident and rest-of-Africa gorilla permits through licensed tour operators. Ask for the date, sector, category and confirmation, with cancellation and illness arrangements stated clearly. Do not assume a verbal hold is a paid permit.
Choose the wider route that you want to experience. Uganda can combine forest primates with savanna and lake stages, but adding every available park creates long transfers. For either country, a focused gorilla trip and a longer varied holiday are different products.

Which choice fits your trip?
Choose Uganda when its lower permit cost and the particular Bwindi or Mgahinga route fit your time, budget and wider interests. Choose Rwanda when the complete Rwanda itinerary better suits your access and accommodation priorities.
Compare dated, itemised quotes before deciding. Neither permit price is a ranking of the quality or worth of the animals’ habitat.
